Good point, let me clarify about  Google and Yandex Translate. Sometimes,
these services get things right. It also gets a lot of stuff very wrong,
but it may be useful for translators. If they find it useful, they can use
it. The "translation memory" feature will actually present human translated
terms which have occurred elsewhere (sometimes in DHIS2, sometimes in other
applications)  which may also be similar to the translated string, which
hopefully will save some effort and typing.

The translation  system will automatically flag these machine translations
as "Needs work". If they have this flag, they will not be automatically
brought into the main translations until they are reviewed by someone.

I have also added a few other things here

1) A glossary. This is essentially the terminology from the DHIS2 glossary
<http://dhis2.github.io/dhis2-docs/master/en/user/html/go01.html> These
tend to be very specific technical "invented" terms which are used
throughout DHIS2. As you say, it may be difficult to translate some of
these easily into a given language, but it generally should be the starting
point for translations, since this helps to form the basis of the rest of
the translation.

2) Terminology. An example for French is here

These are common terms which the translation server has identified as being
used quite often. If these are translated, the server will suggest these to
the translator for possible use, when they appear in a given phrase. This
helps to ensure that the terminology used is consistent throughout the
translation. This is also a useful starting point for a good way to ensure
consistency in the translation.
