Chaffra gave more information on the question:
When I run from the directory in which I installed all the fenics components (dolfin, ufc, ffc, etc...) I do not get that problem. It's  when I tried to copy all the files over to a different directory or if I rename the original directory that I get the ufc.h missing error.
For example:

original directory: /Users/chaffra/Projects/Fenics/Semifem, every works
new or renamed install directory: C:\Users\chaffra\Desktop\semifem-win32-python27, swig reports ufc.h cannot be found. I don't know if you can reproduce.
