[Impact]

 * Window matching behaviors are deficient. This means that the Dash
does not always correctly indicate which app is active, and sometimes
two icons can be displayed for the same app (one that stays permanently
for launching, and one that appears only when the app is running).

[Test Case]

 * Browse to the affected website, notice the behavior of the webapps in
the Dash is inconsistent.

[Regression Potential]

* Quite small, this change is confined to libunity-webapps and can't
impact anything outisde of the webapps interaction in Unity.
