I've actually seen Pantheon Wallpaper use up to 200 MB's of RAM. This was a while ago and hopefully has been fixed since then but it does use an awful lot of memory for it's purpose.

If the issue is RAM usage, then let's address that within Pantheon Wallpaper. But to be honest, it doesn't sound like a huge issue as-is.
