Private bug reported:

The scrollbar seems unusually wonky on the CMPC at times. When you hover
over it and try to use it, it doesn't work. Sometimes it is possible to
grab it, but it seems like the handle is 1 pixel wide. I'll upload a
screencast once I get back to the CMPC.
