GTX 1060 16.04 and 390 Drivers

Not sure if this a sensible place to report this (please tell me where
to report if so).

I'm using
Ubuntu: 16.04.5
Kernel: 4.15.0-36-generic
X Server: xserver-xorg-hwe-16.04:amd64/xenial-updates 1:7.7+16ubuntu3~16.04.1
Nvidia: nvidia-390:amd64/xenial 390.87-0ubuntu0~gpu16.04.1

I have two issues which seem to be related to this combination of
driver and card:

1) Black screen after grub and before X starts and a black screen on vt1
where I should have a getty. I have 'nomodeset' on my kernel
commandline but this doesn't seem to help.

2) If Chromium (or less often anything which electron) has its window
rolled up (and therefore using offscreen rendering) when the card goes
through power saving then its rendering process crashes. If I start it
from a terminal I get the below errors in the terminal.

[30860:30860:1002/161014.445614:ERROR:gles2_cmd_decoder.cc(16363)]
Offscreen context lost via ARB/EXT_robustness. Reset status =
GL_GUILTY_CONTEXT_RESET_KHR
[30860:30860:1002/161014.445844:ERROR:gles2_cmd_decoder.cc(5680)]
Error: 5 for Command kCopySubTextureCHROMIUM
[30860:30860:1002/161014.445879:ERROR:gpu_channel_manager.cc(190)]
Exiting GPU process because some drivers cannot recover from problems.
Killed

Turning off hardward acceleration in chromium has mitigated the problem
for the time being but it's not ideal.
