hydralien confirmed that the question is solved:
Well, speaking of use cases, I'm using Graphite of the "sort of" monitoring. That means, I have different data values submitted now and then, when there's some user activity, and not every second. So if showing that with drawNullAsZero=1, graph would come in multiple spikes. That sort of works, but the requirement is to show average values in between two spikes. Generally, that's what best understood by customers. In general case it's pretty clear when value changed because there's a line direction change there. However if, for example, there's 4 equal values that cause a flat line (or values growing so constantly that they form a single line)  - well, that's a straight line of values anyway.
So the conclusion is, it draws more readable graph in some cases. Would be nice to have it in future versions either as a separate function or as an additional parameter for keepLastValue(). However if not possible, I guess I can maintain it separately just for myself.
