Bug description:
  [Impact]

  unity launch script will always try to launch the shell in full-mode.
  Also in low-graphics environments.

  [Test case]

  1. Launch
    LIBGL_ALWAYS_SOFTWARE=1 unity --ignore-upstart

  2. Unity should be launched in low-graphics mode.
