I'm not sure I completely get your point. What's the conflict with starring?

The only issue I would have with "starring" is that it creates a
generic bin on "things you would like to focus on, but you don't know
exactly where to put them". Maybe we don't help the user that way
since a clear context of relevance is actually not defined for those
tasks (which is contradictory to GTG's goal: "Focus on what's
relevant"): he/she would better be forced to correctly sort out
his/her tasks in a correct bin maybe.
