[Bug 521148] [NEW] export plugin html template default charset

Hello!
Default html template of export plugin use "charset=ISO-8859-1" as page charset.
So if i export non-ascii text with it, i then need to change exported page encoding in web-browser to make it look correctly.
Surelly i can use custom template, but shouldn't it use UTF-8 by default?
I think it will be more user friendly.
