Public bug reported:

gzip is patched on most major distributions to support the --rsyncable
flag.  This results in a lower compression ratio that is more efficient
to rsync.

Probably the easiest path to this support in holland 1.0.X is to support
a 'gzip-rsyncable' method that unconditionally sets this flag.
