This is not common behaviour under WIndows 8. See the mentioned thread,
that Hugin works also under Win8.

But not all graphic card manufacturer have yet provided updated drivers
for Win8.  Some older card are not supported any more. So in this case
there is only a rudimentary driver which supports only a minimal feature
set. But Hugin needs some more features for the fast preview window.

So you could try to update your graphic card driver.
Also you can check with glewinfo, which OpenGL features are currently supported by your actual driver. (This was also mentioned in the thread. But you did not provide more details, e.g. the output of glewinfo).

  Win 8: Fast preview not working (GL_ARB_multitexture)

Status in Hugin - Panorama Tools GUI:
  Incomplete

Bug description:
  When using Hugin 2012.0.0 on Windows 8 64 bit, the fast preview does
  not work. As soon as one tries to enter the FPW, the following message
  pops up (in German): "Die schnelle Panoramavorschau erfordert ein
  System mit mindestens OpenGL 1.1 und der GL_ARB_multitexture
  Erweiterung. Schnelle Vorschaufenster kann nicht geöffnet werden."
  (which can be translated as "The fast panorama preview requires a
  system with OpenGL 1.1 or higher and the GL_ARB_multitexture
  extension. Fast Preview window cannot be opened."
