The only successful report in that thread was posted AFTER I reported
the bug. I had read of more people having the same problem without
solution in other (German) forums, and nobody there having windows 8
said it would work with them.

My card is not what I consider "older" - a 3-yrs-old Sapphire ATI 4850.
I had of course tried to update the drivers, both via Windows and via
the ATI website, to no avail. However, with the additional info from
your post and the linked googlegroups thread, I did some further
research and found a different catalyst version on the Sapphire website
- this one did the trick. So apparently it indeed was a driver problem.

  Win 8: Fast preview not working (GL_ARB_multitexture)

Status in Hugin - Panorama Tools GUI:
  Incomplete

Bug description:
  When using Hugin 2012.0.0 on Windows 8 64 bit, the fast preview does
  not work. As soon as one tries to enter the FPW, the following message
  pops up (in German): "Die schnelle Panoramavorschau erfordert ein
  System mit mindestens OpenGL 1.1 und der GL_ARB_multitexture
  Erweiterung. Schnelle Vorschaufenster kann nicht geöffnet werden."
  (which can be translated as "The fast panorama preview requires a
  system with OpenGL 1.1 or higher and the GL_ARB_multitexture
  extension. Fast Preview window cannot be opened."
