Title:
  editing node rule on an anywhere node causes all actions to be lost

Status in HypeDyn:

Bug description:
  When a node rule on an anywhere node is edited, after clicking "ok",
  even if no changes were made, all actions are lost.

  Test case:
  1. edit LRRH4.dyn
  2. edit node "head home"
  3. edit node rule
  4. edit rule "Set fact": there are 2 actions: "enable links to this node from anywhere" and "update fact..."
  5. click "ok" without changing anything
  6. edit rule again: all actions are gone, including the default "enable links..." action

  this is a unfortunate case of 
  #947877 cannot add update fact action that sets fact to false
  and the place holder action panel object not being read properly when we click ok in the editor.
