Bug description:
  A link with any action (not just followlink) should be clickable. For
  example, a link with a set fact action should be clickable even if the
  link doesn't go anywhere.

  more specifically, a link that have rules with actions that are
  triggered by clicked-link should be clickable when the conditions are
  met.

  so far the only two actions that are triggered by clicked-link are
  follow-link and set-fact.
