Public bug reported:

IUS received a pull request[0] by y-ken about adding the
libmysqlservices.a file to the mysql56u-devel  package.   This bug will
be used to track this request.   The changes in the pull request do not
work.  I will look into this request and update this bug when there is
additional information.
