Public bug reported:

Using redis28u-2.8.17-1.ius.el5.x86_64.rpm on RHEL5 it will install fine
but fail to start until you manually create /var/lib/redis and chown
accordingly.

Ideally this would be done in the install script portion of the RPM
since redis requires it by default for saves.
