[Bug 1315027] [NEW] Suspend puts laptop in state requiring hard power down + power up

Public bug reported:

At random (I estimate perhaps 20-25% of the time), when I suspend my
Kubuntu 14.04 (upgraded from 13.10, not a fresh install) laptop, it
blanks the screen, and displays a message such as that below on the text
console. Then, instead of going to sleep, it remains powered up. In
this state, nothing works to get back control, not Ctrl-Alt-Del, Ctrl-
Alt-Backspace, Ctrl-Alt-F2 (or other function key), not ^C. The only
way I have found to get control is to hold the power button down, which
is a power-down and then power-up.

Message on console is:

[40066.396632] PM: Syncing filesystems ... done
[40066.767832] PM: Preparing system for mem sleep
