I just remembered that the colors are OR-ed, not COPY-ed during full
screen drawing in PCBNEW, and so the order of the track drawing would
not have any effect.   


We'd also have to switch to COPY mode in the drawing primitives at the
same time we added the current layer last, hypothetically speaking
that is. And that assumes that a COPY mode is available in wxWidgets.
