the GPCL is already in Debian and Ubuntu:
http://packages.debian.org/sid/libgpcl0
http://packages.ubuntu.com/hardy/libgpcl0

It is in non-free (Debian) and multiverse (Ubuntu).

Every package that links to it has to go to contrib...
