says that "Tooltips" are to get "Sentence" capitalization.

So this was the reason I changed toolbars_update_user_interface.cpp this 
evening. I don't mean to cause translators work, really.

Plus I had to change it to put in Isaac's patch, which was synced 
against an older revision.
