Wild but plausible guess: compile time default :D but AFAIK there is no
'module' level clearance saved anywhere...
I think the best way to handle this is to get the board level default
class clearance (there isn't an absolute minimum like for track and
vias... maybe it should?)
And anyway pad clearance in the module doesn't have much sense (since it
depends on what you connect to it, obviously). I only noticed it since
they seemed 'strange' (i.e. different on the editor with respect to the
same package on the board)
