A comment about the FIRST/LAST technical/user layer consts

The idea seems good. Be careful anyway since the pcb edges layer
is technical (i.e. has a very special treatment) but in the user range.

Depending on the intended usage the IsUserLayer predicate *could* need
an exclusion (I didn't look what it's used for).
