As of right now, I don't believe there is a separate mailing list for
the user documentation. I'm not sure if there is even a separate
documentation committers group who have write access to
lp:~kicad-developers/kicad/doc. I've worked on some of the
documentation before and I'm all for using a mark up text based format.
Just so long as you don't asked me to do the CSS stuff. I fine with
providing content.
