It make sense because it's the default; I personally I'd have greater
use for reference on fabrication (since the refdes on silk it's meant to
be moved on, more often than not, hidden). It's a library convention you
should decide on.
Before they were fixed on the silk of the layer the component was
mounted to. Now they *defaults* there but can be 'relayered' freely.
One application for this is the following: when having pushbuttons on
the back layer (hand soldered usually), you really don't spend money for
a secondary silk just for them. Relocating the silk on front (while the
component is back) you could have a useful silk for assembly and
troubleshooting.
When the expansion routinee will be in place that could ever be some
user text like (%R) that would give the reference in parenthesis.
