OK, old message, but I’ve figured out what’s going on.
In Sierra, a new option was added in a non-obvious location. In the System Preferences, under Dock, there is now an option called “Prefer tabs when opening documents.” It has three options: Always, In Full Screen Only, and Manually. Set it to Always, and the behavior I described above is enabled.
