One more "bug," not sure if it's a bug or by design.

I use both Windows and macOS, and I set up Kicad 5.1.4 on a Windows machine. I wanted to copy my symbol table from the Mac to the PC, and I saw that for whatever reason my symbol table file didn't use $KICAD_SYMBOL_DIR, and instead it hardcoded the path to /Users/andy/Library/Application Support/kicad/library -- and that won't work on Windows. So I changed the entries to use the $KICAD_SYMBOL_DIR, and then I noticed that the environment variable on the Mac pointed to /Users/andy/Library/Application Support/kicad/library

I changed it (again, on the Mac) to the usual ~/Library/Application Support/kicad/library and Kicad didn't like that. I got a (broken) message box saying,

So the home-directory shortcut doesn't work. I honestly don't remember if it ever worked, or was meant to work.
