I think that something like this:

will be very useful in assemblying, testing, repairing, measurements.
If components are very small and there is no usefull silkscreen printed
on pcb many users need the layer with outlines and references instead of
silkscreen.
The rules to convention may be eg: max line width (smaller if
necessary), max text size (smaller if necessary), drawing reflects
components dimensions, no graphics inside.
