Is "policy" the ultimately chosen word for this? It seems a bit over-general (cf. import policy).

I think that last sentence could do with another comma. Also, in a way the goal isn't so much to maintain quality as it is to manage the tradeoff between openness and quality. Maybe mentioning the tension between those two would be a nice kickoff for this page.

"The review policy you choose is closely linked with the translation group you choose, as their role is largely dictated by your project's review policy."

This sentence is a bit long and uses the passive mode... It would help to split it up. Alternatively you could leave out the latter part altogether and it'd still be fairly clear.

"Structured: if your project's translation group has assigned an individual or team to a particular language, only that person or members of that team can review and accept translation strings for that language. Anyone can suggest a translation for those languages, though. For languages that aren't covered by a translation group, anyone can directly submit a translation."

The "languages that aren't covered by a translation group" is technically correct, since up to two translation groups may apply (for project and project group). But the indefinite article suggests that it's not about any particular project group at all, and that any will do. How about "For languages that the translation group doesn't cover"?

"Closed: only people or teams appointed in the appropriate translation group can suggest or make translations. Translation is closed to everyone else. This is ideal if your project requires an agreement to transfer copyright before starting work."

Here it's "the appropriate" translation group. I'd just say "the translation group" here as well, and leave the possibility of two translation groups for another time.

"Set your project's permissions policy at https://translations.launchpad.net/<your-project>/+changetranslators."

Here you give a direct URL. Wouldn't it be more in keeping with the other pages in this set to say where the link shows up in the UI? Of course that does make it more sensitive to UI changes...
