We want to generate merge proposals, diffs, branch upgrades, and emails
on demand.  For this, we need to be able to run Jobs on demand.  In
order to run Jobs on demand, we need RabbitMQ.  We have been eagerly
anticipating RabbitMQ since the Epic.
