On IRC, we figured out why this wasn't happening: Zac had postgres 8.4
and 8.3 installed, and the script launchpad-database-setup does its
work only on the highest version number. However, Launchpad connected
to 8.3 by default.
The workaround was modifying the script so that it didn't look in 8.4,
thus allowing it to modify 8.3. (Thanks to wgrant & maxb for helping
with this)
