My point was that the main things in the spec that are not
ubuntu-specific policy are things very close to the unified affects
count.  The spec rejects/defers adding ubuntu-specific policy.
Therefore istm all you have to do is count affected users and maybe
subscribers across dupes and you will be close to what Ubuntu does.
