That sounds good.  I would suggest DISCUSSION too.

Perhaps the LEP can also specify how this status would behave.  After
all it's already quite possible to continue discussion on a wontfix
bug.  Is it the same as wontfix in every regard except with a nicer
name?  istm you would like it to normally appear in user-oriented
searches (filebug dupes) but not in developer-oriented lists.
