I'm not going to work on this for the next week, and I know Robert is
keen to use this in the edge/staging/lpnet refactoring.  If anyone
else wants to pick it up, please feel very free, otherwise I'll
probably do something after the 30th.  It seems to me some good next
steps would be:

 * add scope-determining functions that look at whether the user is in
the beta group, or the url is on edge/staging/etc
 * grep for is_edge tests and similar, and change them to use feature
flags instead
 * get a process change documented to say by what process people can
request changes to the production rules
 * finish and land the editor gui in
<https://code.launchpad.net/~mbp/launchpad/flags-gui>
 * add some more in-tree (ideally, tested) documentation of how to use this
