The more I think about this, the less symmetrical it seems to me. I
think a Packaging is really a statement about the contents of a
sourcepackage. Just as anyone can push a branch of "bzr" and have it
identified in that namespace, I think that anyone who creates a
sourcepackage containing "bzr" should be able to say so.
