I think it is charmingly short and clear and will be a good foundation
for processing these bugs without excessive redundant one-by-one
discussion of their importance.

For instance there is http://pad.lv/666143 (among others) complaining
about poor text contrast and now we have a rule to settle it.  lp body
text has a contrast of 12.6:1 and passes at the AAA Enhanced level;
blog body text fails the minimum 4.5:1 AA level; and so on.
