The answer is that code landed to devel will deploy automatically to
qastaging, so there is no need to ask (and no point in asking).  There
are some delays as things go through buildbot, and that can stall for
an arbitrarily long time if one of the revisions fails, which I think
had given me the impression it was waiting for someone to push a
button.
