Launchpad is, or should be, sending you mail when it dislikes your
request (eg it's unsigned and needs to be.)  It's either a bug or
something in the network is dropping it.

Either way, this shows that perhaps including them within the aegis of
notifications would be useful - you could see in the web ui your thing
was dropped.
