LOC does have the massive advantage you can assess it conclusively at
the time the patch is written, rather than needing to find out weeks
later whether the change actually causes more user support requests,
etc.

It could be an interesting incentive to componentization, if the
counts are per-component.

Capping LoC is probably only weakly but positively correlated with
most of the things you say you care about (incoming bugs, support
tickets, breakage, etc.)
