Is there any specific reason why these notifications need to be sent
to the mailing list?

If there are translators in your country that want to know if the
translation is up-to-date they can simply check the LP page.

If you want to let Andrew Ziem know you updated the translations, you
can just email him.

Is there something I'm missing?
