It looks to me like that's expected behaviour. If you look at the links
on the right (i.e. status, importance) they have down arrows indicating
that you can edit in place. The package itself is just a link to other
bugs for that package. I think the rationale is that you're not editing
the package, you're editing the status or importance, so the actions
associated with the links reflects this.

Seems like there's been some re-working of the UI for the edge instance.
