User who are Bug Contacts, BugSubscribers, or Answer Contacts are notified. Package owners receive notification only when they choose to be notified by assuming one of the roles mentioned. The package owner, or the developers for that matter, are not necessarily interested in these roles. Sometime community members are better suited. Each project must find its own way of delegating responsibility; Launchpad should not send users spam because it assumes or enforces responsibilities with the project. -- __Curtis C.
