He can do two things: add you as an additional administrator, or
reassign the team to you. In either case you'll be able to approve new
team members and disable problem children. The thing to keep in mind is
that today only owners can add new administrators; this could change in
the future (there's been discussion on -dev on it) but it hasn't yet.
