Ok, so likely no impact in the default configuration.

If the recommendation is to split them now then we can do that
easily. The question is whether the greater cost will be
* Checking each change doesn't break either image
* Making changes twice and checking both images
Or, to put it another way, whether most changes will be for both
targets, or just for one.
