[Bug 838600] [NEW] Middle mouse button dragging should move timeline (both directions)

 

Public bug reported:

When the middle mouse button is pressed and dragged, the timeline /
canvas should move in both the vertical and horizontal direction that
the mouse is moved.  This is a common function of most graphic programs,
such as Gimp, Inkscape, and Blender.  Currently, the only way to move
the canvas is with the scroll-wheel of the mouse, or by the user
clicking and dragging one of the "small" scroll-bar handles.
