Both dolphin and amarok have moved from main to universe since quantal
and the package descriptions don't match exactly anymore:

Package: dolphin
Description-en https://translations.launchpad.net/ddtp-ubuntu/raring/+pots/ddtp-ubuntu-main/ru/957/+translate: file manager for KDE 4
Description-en current: file manager

Package: amarok
Description-en https://translations.launchpad.net/ddtp-ubuntu/raring/+pots/ddtp-ubuntu-main/ru/51/+translate: easy to use media player based on the KDE 4 technology platform
Description-en current: easy to use media player based on the KDE Platform

So lp translations is outdated here.

  Confirmed

Bug description:
  Hello! I noticed that many of package descriptions, which are
  translated into Russian on the Launchpad (even 1-2 years ago), are
  still represented in English in Ubuntu Software Center. Why?

  For example: "Dolphin is the default KDE 4 file manager, intended to
  be both powerful and easy to use" (ddtp-ubuntu-main) is translated on
  the Launchpad long ago. In Software Center this string is still in
  English. And so on.
