[Bug 601086] [NEW] Problem with download blocking with NAT-T capable clients in Passive mode

Public bug reported:

rev359, connected as a Level 1 user with DC++ 0.770 in Passive mode. Level 0 users are restricted from download in the hub (dcdev public). It seems I can't connect to any active Level 0 client, only to Level 1 or higher ones.
This works well in other hubs where no download restriction applied. It also works if I connect to dcdev oub with DC++ 0.762.

** Affects: adchpp
     Importance: Undecided
         Status: New
