It is simply plymouth (yeah Fedora invented it and Ubuntu is now using it too). Seeing only the blue bar is a indicator that your graphicscard is not supported well enough.
In the final version nvidia (thx to nouveau) ati (open ati driver) and intel will show a nice splash screen.
