It is intended to upgrade to a new version when it is released. As 12.10 was released, 12.04 became outdated, because it wasn't a LTS. Now, 12.10 is also outdated because 13.04 is there.

And LXLE is an LTS because the creator says, he provides the updates for packages like PCManFM. The rest is from the official repositories.
