Public bug reported:

When an account is deleted, the user can no longer log in. When they
try, they  get the message "Your account has been deleted as of (date).
The reason for your suspension is: (reason)" with no indication of
whether their portfolio stuff is gone or whether they can retrieve their
login information again.

It would be better if it was expanded to:

"Your account has been deleted as of (date). The reason for your
suspension is:

(reason)

You can contact the site administrator to have it reactivated."

The "contact the site administrator" should be linked to the "Contact
us" form.
